Types of Promotions in Central Government
1. Regular/Merit Promotion
Based on seniority + performance + Departmental Promotion Committee (DPC) recommendation.
DPC considers:
- Annual Performance Appraisal Reports (APARs)
- Vigilance clearance (no pending disciplinary cases)
- Qualifying service (minimum years in current grade)
- Departmental exam (if applicable for the post)
2. MACP (Modified Assured Career Progression)
The MACP scheme ensures financial upgradation even without a regular promotion:
- 1st MACP: After 10 years of service in same grade pay
- 2nd MACP: After 20 years of service
- 3rd MACP: After 30 years of service
MACP gives you the next pay level even if no vacancy is available for promotion. This means no central government employee can be stuck in the same pay level for more than 10 years.
