Transfer and posting is one of the most discussed aspects of government jobs in India. Understanding the rules helps you manage your career proactively.
How Postings Work After Selection
After clearing all stages and document verification:
- Joining letter issued - mentions reporting date and place (usually a zonal/regional office)
- Initial training - most posts have 3-6 months of probation/training period
- First posting - issued after training, based on vacancy, preference, and roster
For all-India services (IAS, IPS) and central services (SSC posts), posting can be anywhere in India.
Zone-Based Posting
Many central government recruitments allow candidates to express zone/region preference during the application stage.
SSC zones: North, South, East, West, Central, North-East, Karnataka-Kerala, North West
Preference is considered but not guaranteed - final allocation depends on merit rank and vacancy availability at zonal level.
Transfer Policy
Routine Transfers
- Central government employees are typically transferred every 3-5 years
- Transfers happen at the discretion of the cadre-controlling authority
- Seniority and tenure at current station are considered
Mutual Transfer
Two employees of the same grade and same organisation can apply for mutual transfer - they swap postings. Requires approval of both controlling officers.
Transfer on Grounds of Hardship
Allowed in specific circumstances:
- Spouse working in another city (spouse posting grounds)
- Parents/dependents with serious illness
- Children’s education (for children with special needs)
- Medical grounds (employee’s own health)
Application made to the controlling authority with supporting documents.
Your Rights as a Government Employee
- You cannot be terminated without a proper disciplinary inquiry (after confirmation)
- You are entitled to appeal against transfer orders you find unjust
- You have the right to representation before your department head
- You are protected under All India Services (Conduct) Rules / CCS (Conduct) Rules 1964
Compassionate Postings
Some departments allow preference for family-station posting (station where spouse or parents are located) subject to vacancy availability. Apply through proper channel with proof of family situation.
